Andorra and the United Kingdom sign a double taxation agreement in February 2025. Noëlia Souquet, the Secretary of State for International Financial Affairs, was responsible for formalising Andorra’s signature of the agreement. Negotiation of the DTC began at the start of the legislature. This act took place within the framework of a bilateral meeting with the British Secretary of State for Finance, James Murray.

This DTA, an agreement between the Principality of Andorra and the United Kingdom of Great Britain and Northern Ireland to eliminate double taxation on income and wealth taxes and to prevent tax evasion and avoidance, is of particular importance for the Principality of Andorra, given the potential volume of business represented by the United Kingdom and the importance of this country on a global level.

With this new double taxation agreement sign by Andorra with the United Kingdom, the Principality of Andorra has now signed 21 DTAs with other countries such as France, Spain, Portugal, Luxembourg, Liechtenstein, Malta, Cyprus, the United Arab Emirates, San Marino and Hungary, among others.

Andorra is currently in negotiations with the governments of Germany and Austria to sign a DTA in the near future.

The General Council of the Principality of Andorra reported on 30 April 2025 the proposal for approval of the ratification of the Andorra-UK DTA, with a deadline of 22 May 2025 for the submission of the proposal.

Andorra and Slovenia will negotiate a DTA and establish a roadmap to intensify bilateral cooperation in Artificial Intelligence, among other areas discussed during the visit of the head of the Andorran government, Xavier Espot, to Slovenia. Espot met with the Slovenian Prime Minister, Robert Golob, and both leaders expressed their interest in negotiating a double taxation avoidance agreement (DTA) to promote collaboration in economic projects between the two countries.

The meeting took place during the Espot’s visit to Slovenia, establishing a guide that will allow the intensification of collaboration between the two States, in areas such as the economy, tourism, sport and those related to digitalisation and Artificial Intelligence (AI). In this last aspect, one of the most important agreements was to strengthen cooperation in the field of digitalisation and artificial intelligence. In 2022, a collaboration agreement was established between Andorra Recerca i Innovació (AR+I) and the International Research Centre on Artificial Intelligence (IRCAI) based in Ljubljana, capital of Slovenia.

The two leaders exchanged the challenges and objectives that both governments have ahead. The process of bringing the Principality of Andorra closer to the European Union (EU), through an Association Agreement, will allow Andorra to participate in the internal market. This is what Espot explained to Golob at their meeting, also thanking the Slovenian Prime Minister for his support during the nine years of Andorra’s negotiations with the EU.

Espot also met with the Deputy Prime Minister and Minister of Finance, Klemen Boštjančič, with whom he discussed economic and financial collaboration. The outcome of this meeting was the agreement to start negotiations for the signing of a double taxation avoidance agreement between the two countries, offering new business opportunities.

Tourism and sustainability were also topics of discussion. Espot and Golob are interested in both countries exchanging strategies for the viability of mountain resorts all year round, related to climate change. Applying sustainability policies in mountain areas, which favour tourism without impacting the environment, was one of the points on which they agreed.

Andorra and Lithuania sign a double taxation agreement on 17 April 2024. The foreign ministers of both countries, Gabrielius Landsbergis and Imma Tor, signed this agreement to avoid double taxation at Vilnius, Lithuania. With this new agreement, Andorra has signed 17 DTAs to date. This act took place within the framework of the official visit to Lithuania of the Andorran delegation, made up of the head of government Xavier Espot and the Minister of Foreign Affairs Imma Tor.

The aim of this visit to Lithuania is to reaffirm the collaboration between Andorra and Lithuania in financial matters and international cooperation and to share the main challenges facing both countries. First, the head of the Andorran government, Xavier Espot, met with the Prime Minister of Lithuania, Ingrida Šimonytė. At this meeting they shared different areas of bilateral cooperation, especially financial cooperation.

This new agreement, in which Andorra and Lithuania sign the double taxation agreement, will foster a more favourable environment for investment and trade between the two countries.

On Andorra’s association agreement with the European Union

As part of the working agenda, the two delegations addressed other issues, such as the process of bringing the Principality of Andorra closer to the European Union through the Association Agreement with the EU. This Agreement will allow participation in the EU’s internal market, while respecting Andorra’s particularities and specificities. Lithuania’s contribution was to share its experience during the process of adaptation to the EU, 20 years after becoming a member country. They also explained that joining the EU favoured the country’s economic development and external relations.

On January 10, 2024, the delegations of Andorra and Montenegro conclude the DTA negotiations, Agreement to eliminate double taxation between the two countries, related to income and capital taxation, and the prevention of tax evasion and avoidance.

In just two days, the Andorran and Montenegrin delegations, meeting on 9 and 10 January in Andorra la Vella, conducted the rounds of negotiations. The Secretary of State for International Financial Affairs of the Ministry of Finance of Andorra, Noelia Souque, participated in the meetings together with the Director General of the Tax and Customs Regime of the Ministry of Finance of Montenegro, Biljana Peranovic.

In a single round, Andorra and Montenegro conclude the DTA negotiations on 10 January 2024, with the initialling of the agreed text.

The next step for the DTA consists of the internal procedures in each country, which will allow the text to be signed and then ratified by both countries.

With this DTA, Andorra now has a total of 16 signed conventions for the elimination of double taxation and the prevention of tax evasion and avoidance. The countries are the following: Spain, France, Portugal, United Arab Emirates, Luxembourg, Liechtenstein, Malta, Cyprus, Hungary, San Marino, Czech Republic, Croatia, Monaco, Iceland, Netherlands and South Korea. In addition to the DTA with Montenegro, Andorra has initialled and pending signature agreements with Belgium, Lithuania.

Andorra and Austria agree to begin negotiations on a tax treaty to avoid double taxation. On 9 October 2023, during her visit to Vienna, the Andorran Minister of Foreign Affairs, Imma Tor, met with the Secretary General of the Austrian Federal Ministry of European and International Affairs, Nikolaus Marschik. Among the issues they discussed, one of them was to agree to begin negotiating a Double Taxation Agreement (DTA) with the aim of facilitating investment and economic exchange between the two countries, avoiding double taxation.

To date, Andorra has signed a total of 14 Conventions for the elimination of double taxation and the prevention of tax evasion and avoidance with the following countries: Spain, France, Portugal, United Arab Emirates, Liechtenstein, Luxembourg, Malta, Cyprus, San Marino, Hungary, Czech Republic, Croatia, Monaco and Iceland. In addition, 3 Conventions have been initialled and waiting to be signed with the Netherlands, South Korea and Belgium.

Minister Imma Tor took the opportunity to report on the status of negotiations on the association agreement with the European Union and the importance for Andorra of reaching a good agreement.

Minister Imma Tor’s meeting with the United Nations

The agenda of Minister Tor’s visit to Vienna will continue with a meeting with the Executive Director of the United Nations Office on Drugs and Crime (UNODC)/Director General of the United Nations Office at Vienna (UNOV), Ghada Waly. The meeting will provide an opportunity to take stock of Andorra’s participation in this technical agency of the United Nations. The minister will take the opportunity to hand over the official document of the entry of the Public Prosecutor’s Office into the Globe Network for international cooperation to combat corruption.

Andorra and Belgium have successfully completed negotiations on a new tax treaty to eliminate double taxation between the two countries. The aim of this agreement will affect income and capital taxation, as well as the prevention of tax evasion and avoidance. This was announced by the Government of Andorra in an official communiqué on 25 May 2023.

Two separate rounds of negotiations were held, which enabled the text to be finalised during the second meeting, which was conducted telematically. In this last session, the persons in charge were the advisor of the Tax Legislation Division of the Department of Strategic Evaluation and Support Staff of the Federal Public Finance Service of Belgium, Harald Piérard, and the Director of Taxation and Borders of Andorra, Carles Ferreira. The negotiations have been completed with the final text heading by the two countries.

Once the negotiations have been completed, the next step is for both countries to initiate the necessary internal legal procedures to be able to sign the Convention, and subsequently approve its ratification so that it can enter into force.

With this Convention for the elimination of double taxation and the prevention of tax evasion and avoidance, Andorra has now negotiated 17 treaties. Thus, the Kingdom of Belgium is added to the existing list of countries: United Arab Emirates, Spain, France, Liechtenstein, Luxembourg, Malta , Portugal, Cyprus, San Marino, Hungary, Czech Republic, Netherlands, Croatia, Monaco, Iceland and South Korea.

On 23 March 2023, the delegations of Andorra and South Korea concluded the negotiations of the DTA – Tax Convention for the elimination of double taxation in relation to income tax and the prevention of tax evasion and avoidance.

The negotiations were completed, in person in the Principality of Andorra, in two rounds. The first was held between 14 and 16 December 2022, with Marc Ballestà, Andorra’s Secretary of State for International Financial Affairs, and Dae Yeon Kim, Director of the Treaty Team of the Ministry of Economy and Finance of South Korea. The second round of negotiations, from 21 to 23 March, was attended again by Marc Ballestà for Andorra and by Kwanghyo Ko, Vice-Minister of Finance and Customs of the South Korean Ministry of Economy and Finance, for South Korea.

After the negotiations, which agreed on the text of the agreement, the next step is for each country to initiate its internal procedures, which will then allow the text to be signed and subsequently approved by both countries. This was announced by the Government of Andorra on 23 March 2023.

On 31 January 2023, at the Ordinary Session of the Consell General d’Andorra, the Agreement to Eliminate Double Taxation, DTA, between Andorra and the Czech Republic was ratified. At the same event, the DTA between Andorra and the Principality of San Marino was also ratified.

With these two ratified agreements, Andorra now has 13 DTAs. This number is about to change, as talks are already at an advanced stage with other countries such as Belgium, the Netherlands and the Republic of Iceland. It is expected that the DTAs with these countries will be signed soon.

On the other hand, Andorra is in negotiations with other European countries such as the United Kingdom and Germany. It is also in negotiations with Latin American countries such as Mexico, Paraguay and Chile.

Andorra and Iceland have signed a convention to eliminate double taxation, DTA, related to taxes on income and capital, as well as the prevention of tax evasion and avoidance. This took place on 1 December 2022 in Andorra.

A delegation from the Republic of Iceland travelled to Andorra for the negotiations, which were spread over 3 working days, and subsequently signed the agreement.

The delegations of the two participating countries were led by Helga Jónsdóttir, Director of the Taxation Department of the Ministry of Financial and Economic Affairs of Iceland, and Marc Ballestà, Secretary of State for International Financial Affairs of Andorra.

Once the negotiations between the two countries have been completed, each will proceed with its internal procedures leading to the ratification of the text and its subsequent approval and signature by the two states.

Taking into account the agreement signed with Iceland, Andorra has so far negotiated 15 agreements to avoid double taxation and prevent tax evasion with the following countries: United Arab Emirates, Spain, France, Liechtenstein, Luxembourg, Malta, Portugal, Cyprus, San Marino, Hungary, Czech Republic, Netherlands, Monaco and Croatia.

The Minister of Finance and Government Spokesman of Andorra, Eric Jover, and the Croatian Minister of Finance, Marko Primorac, signed on 14 October 2022 the Agreement between the Principality of Andorra and the Republic of Croatia to eliminate double taxation on income and capital taxes and to prevent tax evasion and avoidance. This was announced by the Government of Andorra in its communiqué of 15 October 2022.

The signing took place in Washington, in the context of the annual meeting of the International Monetary Fund (IMF), which was held in October 2022. Once the Agreement has been signed by both parties, it will be forwarded to the General Council for parliamentary approval and to the co-princes for information.

Negotiations on this Convention started in March 2021, in the framework of a meeting between the Ministries of Finance of Andorra and Croatia, when the possibility of initiating discussions for a DTA was raised. In October 2021, the Andorran State Secretariat for International Financial Affairs received a request from the Croatian Minister of Finance to start negotiations. The technical teams from both countries started their meetings in the first months of 2022 and the negotiations were conducted in a single face-to-face round between 11 and 15 July 2022, and the final text was finalised.

So far, Andorra has negotiated 13 Double Taxation Avoidance and Prevention of Fiscal Evasion Agreements with the United Arab Emirates, Spain, France, Liechtenstein, Luxembourg, Malta, Portugal, Cyprus, San Marino, Hungary, Czech Republic and the Netherlands. The countries with which signature and ratification is pending are Hungary, the Czech Republic, the Netherlands and Croatia.
